ATCCIS Baseline 2. 

The ATCCIS Baseline 2.0 (see Baseline in the right side note) consists of a set of documents and files that you need to implement to get a fully ATCCIS conformant system (as described in the right note) . In order to understand what documents you need to read according to your requirements, you can navigate through the left menu. 

The most significant achievement is an industrial strength specification that enables interoperability of information between heterogeneous military information systems.  It is proven, it is freely available, and it eliminates risk.  The principal components are a single universal interface and a mechanism to replicate information.

The documents are:

  WP 5-5 Land C2 Information Exchange Data Model, edition 5.0. It has a main body file, an annexes file, a PDF file capturing the Erwin model, and the ATCCIS Information Resource Dictionary (AIRD) database .

  WP 3-1 DATA Naming Procedures for the LC2IEDM Data Model, edition 5.0, consisting of one file.

  WP 3-6 ATCCIS Key Management, edition 5.0, consisting of one file.

  WP 5-7 Overview of the LC2IEDM, edition 5.0, consisting of one file.

  WP 14-3 ATCCIS Replication Mechanism (ARM) Consolidated specification, edition 5.0. It has a main document file and a PDF file capturing the Erwin model.

  WP 14-6 ARM Management Data Fill, edition 5.0. It consist of one main body file, an annex B file, and annex C file and an annex D file.

Baseline

   An ATCCIS Baseline is: A specification of an interoperability solution that has been formally reviewed and agreed upon, that thereafter serves as the basis for further development, and that can be changed only through formal change control procedures. The specification consists of the coherent minimum set of documents needed to build a fully ATCCIS conformant system. A baseline may be un-tested. An un-tested baseline will be used to build prototypes to validate the quality of it. Once the un-tested baseline has been tested and approved, it becomes a standard baseline. Source: ATCCIS

   The ATCCIS Baseline 2 is the second and final baseline.  It delivers a mature capability for interoperability between diverse and assorted command and control systems.  It supports both the land component commander of a joint force, and crises response operations.  It has applicability for both tactical and strategic requirements and although focused upon land operations has sufficient power to support a broad spectrum of joint requirements

 

ATCCIS End of Phase Products. 

The ATCCIS End of Phase Products consist of a set of documents and files that are part of the Phase 2000 production but are not in the Baseline. The documents are:

  WP 3-13 Guide to Change Proposals for ATCCIS Data Specifications, edition 5.0, consisting of one file.

  LC2IEDM Change Proposals (CP), edition 5.0 . As part of WP 5-5, it consists of a set of documents described in the Readme file. The Phase 2000 CPs are in an Microsoft Access@ Database. Also the Change Proposals for Phase III, IV and V in MS Word zipped files are available.

  ATCCIS Data Subgroup Phase V Information Exchange Requirements (IER) Databases, edition 5.0. As part of WP 5-5, it has one Readme file and three databases: one for Article V IER, one for Combined Joint Task Force (CJTF) IER and one for Crisis Response Operations (CRO) IER.

  WP 5-14 ATCCIS 2000 Phase V Work for the Record, edition 5.0, consisting of one file.

  ARM Open Issues Library, edition 5.0. As part of WP 14-3, this is one main document supported by several folders containing the ARM Change Proposals.

  WP 18-1 Information Exchange Requirements, edition 5.0, consisting of one file and one Microsoft Access@ database.

  WP 18-2 Flexible Contracting, draft 5.0, consisting of one file.

  WP 31-1 ATCCIS Filtering Proposals, draft 5.0, consisting of one file.

  ATCCIS Phase V Final Report, edition 5.0, consisting of one file. This is a management report that summarises the ATCCIS phenomenon. It defines ATCCIS and explains its position, activity, achievements and national activity. Also the future activity with the Multilateral Interoperability Programme is described.

 

Conformance

   The ATCCIS specification is a managed interface between C2 information systems. When incorporated into a system it enables interoperability of information between any other system that also incorporates the specification.  Battlespace data is transferred as information.  The meaning and context of the information is preserved across national and system boundaries precisely and without any ambiguity. 

   ATCCIS Data conformant systems are systems capable of exchanging information using the Land C2 Information Exchange Data Model”. Source: ATCCIS, based on ASG-25 Minutes (Annex C). 

   Fully ATCCIS conformant systems are ATCCIS Data Conformant, and have fully implemented an ATCCIS Standard Baseline. They use the Data Exchange Schema, together with an implementation of the ATCCIS Replication Mechanism and a set of common rules and mutually agreed contracts for the automatic exchange of information between them”.
