ATCCIS Phase II- III & IV  

 

Phase III Working Papers

Phase III (1992-1997) was the 'proof of concept' phase.  Phase III concluded with a successful demonstration of multinational C2 interoperability between national prototypes for ATCCIS-compliant systems.  Interoperability by controlled, automatic data exchange, free of the need for common hardware, software, operating system, or database management system (DBMS) was demonstrated.

The main Working Papers were:

  WP 5-5 ATCCIS Generic Hub 3 Data Model Specification, edition 2.0. It has a main body file and several annexes files (go to the archive\Phase III folder).

  WP 3-5 ATCCIS Data Management, edition 1.0. It consists of one file.

  WP 5-10 ADatP-3 Mapping, edition 0.75. It has one Readme file, one main document and five annexes, annex A , annex B, annex C, annex D and annex E.

  ATCCIS Phase III Final Report, edition 1.0, consisting of one main document and several annexes.

Phase III

   The Phase III ARM has been demonstrated to function successfully on a local area network (LAN) in laboratory environment. However, the ARM continues to experience problems with x.400 COTS products that implement this 1988 international standard.

   Data represent a valuable resource which must be managed effectively and corporately.

   A technical architecture for an ATCCIS can be defined by using international commercial standards supplemented, where necessary, with military enhancements or standards.

Phase IV Working Papers

Phase IV (1997-1999) concentrated on the refinement of the specifications and transition to operational use.  CA, DA, FR, IT, GE, NL, NO, PO, SP, UK and US were participants in the supporting programme of work.  Phase IV included a Command Post Exercise involving nine national ATCCIS-compliant systems.  Results from the Command Post Exercise concluded that ATCCIS was a workable solution for C2 interoperability that was achievable using the ATCCIS specifications.

The ATCCIS Baseline 1.0, produced as a result of the Phase IV, consisted, mainly, of:

  AWP ST-2 The Land C2 Information Exchange Data Model, edition 2. It has one main document, one annex file and one Erwin file.

  WP 3-7 Management Guidance for ATCCIS Products, draft 1.0. It has one document.

  WP 5-11 Phase IV Work for the Record , edition 1.0. It has one main document, one annex A to B file and one annex C to J file.

  WP 14-3 ATCCIS Replication Mechanism (ARM) Consolidated Specification , edition 3.0a. It has one main document.

  WP 17-1 Final Field Test , edition 1.0. It has one main document, and several annexes and appendixes.

  Datafill for EC-3 , release 1.0. It has one zip file for each participating nation.

Phase IV

    For prototype testing and implementation, Canada provided one system; Germany provided two systems; France provided an ATCCIS implementation; Italy implemented one ATCCIS system; The Netherlands provided their ATCCIS system; Spain provided two command and control (C2) systems, one for brigade and one for battalion; and the US provided an ATCCIS implementation.

    During Phase IV, NATO continued its attempts to organise a data management activity.  An observer from the NATO Data Administration Office NDAO) attended some meetings early in Phase IV.  At ATCCIS Steering Group Meeting 23 (ASG 23), the NDAO proposed formalising a relationship between ATCCIS and the NDAO.  The Steering Group rejected this proposal out of concern for slowing down the speed of ATCCIS work but requested SHAPE and NDAO to continue informal discussions.  By the end of Phase IV, the NDAO had asked the ATCCIS community to act as custodian of the draft NATO standardization agreement (STANAG) based on GH4 until a Group of Experts could be formed.
