Membership

Membership of the MIP may be as Full Members or Associate Members.

Only nations are eligible to become Full Members of the MIP.

Full Members are nations that commit to support the collaborative development of succeeding versions of the MIP interoperability solution suitable for fielding. To be a Full Member, a nation must agree to meet the requirements listed in the MIP Programme Management Plan. In addition a Full Member must express an intention to field the MIP solution.

Full Members undertake to be represented in all WGs and must be prepared to expend the resources required.  Full Members have voting and access rights at all meetings.

Associate Members include nations and non-nation entities showing an interest in this programme that have been granted Associate Member status by the MSG. Associate Members are entitled to have the same rights and privileges as Full Members but do not have the right to vote on decisions within the Programme.

Application

The official request to become a member shall be made by formal written proposal that must be endorsed by a current MIP Full Member.

This Full Member becomes the sponsoring member and assumes the responsibility for forwarding the endorsed application to all other Full Member MSG HoDs.

The application must include a statement on the status of involvement in a C2IS, the nature of interest in the MIP, and an agreement to abide by MSG/PMG decisions.

The PMG as an empowered body will, at the next available opportunity consider the application for membership as presented by the sponsoring member. On unanimous agreement, the PMG will issue direction to the host member to extend an invitation to the applicant to attend the next MSG.

MIP & NATO

NATO Force Goals (EL2802, Land & ER2802, Marine Forces) calls for the implementation of the MIP solution by NATO Nations.

The JC3IEDM is already the STANAG 5525 currently under ratification. The NATO Corporate Data Model (STANAG 5523 / ADatP-32) does not exist any longer.
*STANAG (Standard Agreement)

MIP liaises closely with NATO, and NATO has a Policy on MIP that allows MIP to easily conveys its specifications into NATO.

The MIP specification is included in the NATO C3 Technical Architecture.

The NATO Military Criteria for High Readiness Forces (Land) Headquarters requires the use of an MIP (ATCCIS) conformant land information system.

Many national C2 information systems implement MIP specifications.

The Bi-SC Automated Information System will use the MIP solution in its Land Functional Services to interface to national C2IS, either in HRF/LRF, CJTF, NRF or other crisis response operation or exercise.

MIP Data Modelling Working Group (DMWG)

The is maybe the most peculiar one within the MIP Organization. Find in this page its main features.

Features.

Aim, Responsibilities & Activities. What is the DMWG purpose and foundation?

Membership & Decision Procedures. Every member is represented by one delegation leaded by its HoD.

Meetings & Host Nation. How many, where and when PMG meetings are held?

Chairmanship. PMG always in the same place, Greding, Germany.

Products. The IEDM (Information Exchange Data Model).

Aim, Responsibilities & Activities.

The DMWG is the MIP working group performing the information engineering discipline known as Data Modelling. This includes defining the data architecture and a common data model for interoperability (C2IEDM/JC3IEDM). It also performs the part of the information engineering that is concerned with the Data Modelling for NATO/NDAG with regard to the JC3IEDM.

The DMWG works under the guidelines and direction of the MSG and the NATO ISSC-NDAG. The MSG and the NATO ISSC-NDAG exercise its authority towards the DMWG through the MNMB. The DMWG coordinates its activities with the other working groups.

The purpose of the information engineering discipline is to transform stakeholder’s information needs into information and data models that can be implemented in a C2IS and managed during the life of the MIP solution.

The most important tasks of the DMWG are:

To take the IERs defined by the OWG or the NDAG as well as other requirements allocated by the SEAWG, and, define the data architecture and develop a common interoperability data model that will allow automated information exchange to occur.

The DMWG is also responsible for overall data management and sustainment of the C2IEDM/JC3IEDM. The C2IEDM/JC3IEDM is a container document that captures the information and data modelling artefacts.  This document is also used as a standard to support national implementation of C2 applications and to support national data management activities outside of MIP.

To provide data modelling advice to all other WGs on an as required basis.

The DMPWG shall provide data modelling advice to all other WGs and data modelling support to MDWPs on an as required basis.

Membership & Decision Procedures.

Each Full Member sends at least one representative to the DMWG. NDAG works jointly with the DMWG in the development of the JC3IEDM. In addition to this, representation from interested organisations participating, or interested in deploying a MIP solution package (HQ ARRC, HQ EUROCORPS, EUROFOR, etc) and otherwise not an Associate Member may be invited to attend.

Decisions and Action Items will be made by unanimous agreement, of all national representatives or their empowered representatives. Decisions will be made among equals.

Where unanimity is not achieved, the DMWG Chair may raise the issue to the MNMB for resolution. On his turn, the MIP Co-Chairman of the MNMB may seek PMG guidance to resolve the issue.

The WG meeting forecast is included in the MIPS.

Meetings & Host Nation.

The DMWG will normally meet four times a year, concurrently with the other MIP WGs. Other meetings may be called at the request of any Member of the DMWG in accordance with the procedures established in the MPMP (mainly as a result of the special relationship with NDAG).

The DMWG will normally meet in the same location as the other MIP WGs which is the WTD-81, Greding, Germany.

Chairmanship.

The MSG will designate a member to provide the Chairman for the DMWG following a review of nominations.  If a member is unable to provide a chairman, the MSG will ask another member to provide one.

The Deputy Chairman of he DMWG will be provided by the NDAG.

DMWG Products.

The most important document produced by the DMWG is the IEDM (Information Exchange Data Model). There are currently two different Data Models published.

C2IEDM (Command and Control Exchange Data Model) which corresponds to the Baseline 2. Most current version is 6.1.5e

JC3IEDM (Joint Command, Control and Consultation Exchange Data Model) which is being developed into the Baseline 3 framework in cooperation with NDAG. Its currently published version is 3.0

Those two documents are hyperlinked in "Documents" page. As well as this two, all the documents listed there are available for either reading or downloading.

* Although the most important MIP documents are published in MIP Public Area, not all are available here. To gain access to those which are not in Public Area you requires proper name and password for Members' Area. If you already have it click on Members'.
